Per the rulebook:
"If the action targets one or more other Methuselahs (or things
controlled by other Methuselahs), then the action is called directed,
and only the Methuselahs who are targeted (or control the targets) may
use their ready untapped minions to attempt to block the action (going
clockwise from the acting Methuselah, as usual)."
Accordingly, burning an Atonement is a directed action, targeting
something controlled by another Methuselah. It counts as a directed
action against that Methuselah and any of his minions can block it.
If it mattered for other effects, it also counts as an action against
the card itself, but not against the vampire whom the Atonement is on.
