I have some questions about the "may not be used during an action" restriction on Heidelburg Castle. What are the limits of this restriction? Must I be given an opportunity after the previous action is completed to use the castle before the acting Methuselah may declare another action? May I use the castle in response to someone announcing an action? May I back them out of their announced action to use the castle? - Jason Bell

Not if you had an opportunity to use it before the action was annouced.
