Can allies take actions the turn they are recruited? I tried to find this in the rulebook, but was unable to locate it anywhere.

No. Allies are recruited and placed in the inactive region. They do not move to the active region until the end of the turn (the influence phase). They cannot take actions from the inactive region. 6.4: "An ally cannot take an action on the turn he is recruited. When the ally is brought into play, he is placed in your inactive region to indicate that he cannot act.
