Hello, - Suppose A (1 blood) bleeds with Govern the Unaligned, and the Slow Withering is in play (Cards that require any superior Disciplines cost an additional blood.). There is no block, the bleed amount is 3; must A pay the Govern the Unaligned before he gets the opportunity to play Spying Mission sup'? - Suppose A (1 blood) bleeds with Govern the Unaligned. In the process of the action, A plays an action modifier costing 1 blood (Elder Impersonation, Conditioning, ...). The action is not blocked, the bleed amount is strictly positive. Can A play Spying Mission sup'? No. The bleed amount is immaterial, since the GtU fizzles (for cost being unpaid), so the requirement on Spying Mission ("only usable when a bleed would be successful") isn't met.
