a simple and possible stupid question

can you play a master skill card on a vampire in torpor? i know i should know this one but i'm being very blond today :( many thanks. anam

It's "play on a vampire" which means anything controlled, either ready or not. It doesn't allow you to play it on something contested or uncontrolled, however.
