Not if your intercept is sufficient.
After you declare your block attempt (with sufficient intercept), and the acting
Methuselah says "OK, I'm blocked", then there you go. (And the acting minion
goes first).
If it comes back to you to add intercept (or reduce stealth or what not), then
you could play Telepathic Counter or other bleed reduction.

If I'm right, once you play a bleed reduction card, the blocking
window is closed, same as if you bounced the bleed along. So you can't
declare a block after that unless the bleed is bounced back to you.
Or does that only affect the bleed bouncing cards?

No. Bleed amounts can be, and often are, modified before block decisions.

Only to bouncing, since bouncing implies not blocking (what with changing the
target and all).
