Things like Fatima's ability and Disguised Weapons can't be DI's because
the cards are not "played" in the normal sense, as I understand it. If
this is the case, then could one not put multiple Flaming Candles on a
minion via Pier 13?
Flaming Candle: Equipment
Equipment.
The vampire with this equipment may burn 1 blood when he or she declares
an action. If he or she does so, vampires cannot block this action, and
the candle is burned. Only one Flaming Candle can be played in a game.
Pier 13, Port of Baltimore: Equipment, 2 blood
This equipment card represents a unique location and does not count as
equipment while in play.
During your influence phase, this minion may equip with a non-location,
non-unique equipment card from your hand (this minion must meet the
requirements, if any, of the equipment card). Pay the cost as normal.
This is not an action and cannot be blocked.

Per card text, no more than one Flaming Candle can be played during a game,
so no more than one copy of it might be equiped through pier 13 (or any
other method) during a game.

Well, something, yes: David Cherryholmes's proposition rested on the
fact that equipment cards put in play via Pier 13, or Fatima al-Faqadi's
ability, or Disguised Weapon, are not played from hand in the normal
way, and therefore cannot be canceled with Direct Intervention, for
example.
As LSJ answered, though, you still can't use Pier 13 to get a second
Flaming Candle into play in the same game, because its text is ruled to
restrict all means of putting it into play, not just the usual "play
from hand" method.
