Question about new Concealed Weapon

The new concealed weapon says that the weapon equipped cannot "inflict ... more than 3 damage" When a weapon adds to strength damage, what is the actual damage of the weapon considered to be, the total inflicted, or only what the weapon adds? In other words, while most minions could use concealed weapon to equip Bang Nakh, because they would inflict 3 damage per strike, could Miller, since he would inflict 4 total, but only two is actually added by the weapon?

With the old version, Miller could not conceal a Bang Nakh (since as you pointed out, he would do 4 damage with it). But the new Camarilla Edition uses the term "regular strike" which would allow Miller to conceal it now (since it only does 3 damage with a normal strike when used with a default 1 strength). Note that Illegal Search and Seizure has also been modified to use the "regular strike" terminology, leaving Machine Blitz the only card left with the old strike usage. Halcyan 2
