(LSJ) Sucessful action + Sucessful bleed

Methuselah A bleeds Methuselah B for 2. Methuselah B reduces the bleed to 0. The bleed is unsuccessful and the action ends. My question here is: Is the action itself successful, even if the bleed was not?
