Are "Pander" considered Sabbat? [Jyhad]

I used the various card list docs put out by WoTC to build a personal "database" of Jyhad cards. I noticed that all the "card text" entries on the Sabbat card listing don't list Pander as Sabbat. I was wondering if this is a card list recurring typo, or, if they are considered outside the sect for some reason?
