Can No confidence be used after hunting with anarch when using
Hospital food ? My first guess is No, because hunting by itself does
not require anarch, but hunting with Hospital Food requires one so it
can be counted as cardless action that requires anarch.

No. Hunting does not require an anarch.
Hunting with Hospital Food is not an action that requires an anarch,
since the action is still "default hunt".
Just like diablerizing someone and using Blade Clot won't make the
action an action that requires anarch.
Or playing CrimethInc on a Go Anarch action.

But Crimethinc can be played on a Go Anarch action by card text.

Right. That was part of the example above: playing CrimethInc on a Go
Anarch action.
Playing CrimethInc on Go Anarch doesn't make the Go Anarch action an
"action that requires anarch".
