This may be a nitpick, but it serves to test my understanding of the
rules:
Can My Kin Against the World work with its current wording?
The problem I see is this: Choosing X should be part of setting the
terms of the referendum (KoT rulebook p27, 6.3.1), as the card says
nothing to the contrary. However the cost of the card must be payed
when the action is succesfull (ie, unblocked etc.), before the
referendum even begins.
So, is a wording and/or rule-change required here, or am I missing
something big?
Obviously, it is implicit that you choose X before the referendum,
since the card would be broken otherwise, but when *do* you choose X?
As the action is announced? When it is successfull, but before the
referendum starts? When?

My guess is you pick the number X when announcing the action, and then
select the X vampires to untap when you set the terms for the
referendum.

You must declare the cost when you play the card. Which minions you
choose is part of setting the terms. Say I have 5 younger Laibon, but
I only choose to pay 2 blood - which 2 younger Laibon untap is
determined by the terms of the vote, but the cost of 2 is determined
when you declare the action.
So, to attempt clarify order (And by all means, correct me if I'm
wrong) as per written, as opposed to LSJ... :)
We pay cost at the point the Action is unblocked, but determine the
Minions affected during the referendum? To confirm from Chris'
comment, when do we decide what cost to pay? At the point of Action
declaration, or at the point of payment after blocks?

You pay cost when the action is successfully resolved, but you
announce cost along with everything else when you announce the action.
Technically, you're supposed to announce the cost of every card, even
the ones with a fixed cost, but people rarely do so.

action. When the action reaches resolution unblocked, you pay that cost and the
action resolves successfully. The resolution of this action is the referendum,
so you then choose the terms, then conduct the polling, then, if the referendum
passes, apply the results of the referendum.

Yes, a political action will fizzle if the required terms cannot be set. See
also Parity Shift, &c.

Moot, but: yes, the cost was announced when the action was announced. And
besides, you pay the cost before beginning the referendum (so before worrying
about setting terms).
