When you play a political action card, everyone will know which card is being played, as normal. You just wouldn't make any decisions involved unless the vote actually started. So if you're playing Disputed Territory, everyone will know it's a DT when deciding whether to block, but wouldn't know who would be getting what location should the vote pass. (You can tell them your intentions while they're deciding whether to block, but you aren't bound to that...)
