Order of Reactions Question

A question of ordering your play of reactions was brought to me recently dealing with Burnt Offerings and Telepathic Counter. Situation - Player A, "Ben" is bleeding Player B, "Paul" for 2 points. Paul accepts the bleed and plays Burnt Offerings at Superior, which causes Ben to lose 1 pool. Paul then plays Telepathic Counter at Superior to zero out the bleed. Is this legal? I am under impression it is not legal as the playing of Burnt Offerings stipulates the acceptance of at least 1 point of pool loss. The only acceptable way of playing the Telepathic Counter after the Burnt Offerings would be at Inferior, leaving the manditory loss of 1 pool. However, wouldn't the Burnt Offerings also fall into being within the action of the Bleed as it is a reaction card? I understand the text of Burnt Offerings indicating the requirement of a successful bleed needing to occur. What I need is clarification on the timing of two different cards and why TC has to occur prior to BO. Thanks [ quoted text not captured ]

[ quoted text not captured ] They're both "within the action of the bleed". One is played before the bleed resoves. The other is played after (since it can only be played when the bleed is successful, by card text). TC has to be played before the bleed resolves (just as Claws have to be played before the strike resolves). [ quoted text not captured ]
