True, if you play conditioning, you can't play bonding, or threats. However,
nothing stops you from playing another conditioning except for the "one action
modifier per minion" rule. MoaTF sneaks around that rule. Many people (
myself included ) disagree with that rule, but that IS the official
interpretation.

There is no limit.
Gilbert bleeds you, conditioning...
Fooled you, it was Lucien, conditioning...
Fooled you, it was Muriel, conditioning...
Fooled you, it was Justine, conditioning...
Fooled you, it was Ozmo, with a laptop, J. S. Simmons Esq., Tasha Morgan,
Pulse of the Canaille, the Spying Mission from last round, oh, and he's trying
to Govern the Unaligned, conditioning...
That's a twenty-eight point bleed. Sorry.

Why did they do that to Mask of a Thousand Faces?

'Course, we'd all agree with the logic, but the Design Team has
interpretted the statement to mean: only one *type* of Bonding,
Conditioning, or Threats can be played... allowing you to play
as many of any *one* type as you have vampires playing Mask1K.
The DT apparently likes Munchkin rules.
