No. Just like Direct Intervention. The card is canceled as-played, so
the acting minion does not tap, and can even play another copy of the
same action card.

why? I dunno. Just coz. DI has more explicit text stating that the
minion remains untapped etc, though this sounds like that is merely
"reminder" text rather than over-ruling the default. Yet sudden doesn't
doesnt have any text stating you DO lose your MPA, implying *that* is
also the default.

Section 5 of the rulebook says (emphasis mine):
"By default, you receive only one master phase action....You may use a
master phase action to PLAY A MASTER CARD,..."
Playing the card counts as your Master Phase Action, regardless of how
the card resolves (or doesn't).
Playing a minion card has no such restriction.

A minion doesn't have a limit/quote on his minion-phase actions.
That is, he doesn't receive a minion phase action which he may spend to
attempt an action.
Attempting an action, not playing a card, taps the minion.
If the action card which would have begun the action is canceled, then
the minion doesn't attempt the action (and therefore doesn't tap for
the attempt).
He played an action card.
The card was canceled.
The action is not begun.

He spent the MPA to play the card, yes. The card was indeed played (and
canceled "as played", but played nonetheless).
He spent an MPA. He played a master card. The card was canceled.

I can't find it now, but I seem to recall you ruling that costs for
cancelled cards are not automatically refunded, and that this is a
function of card text.
If my memory is correct, does this mean that when Khalu uses his
ability, cancelled action cards don't cost anything, but other cards
which are cancelled do?

No. Card text: "(no cost is paid)".
