[LSJ] Herald of Topheth and Mask of Thousand Faces Question

HI LSJ, I got a little question for you. Assuming I have a Herald and another Vampire with obf and pre. My prey´s vampires have Memories of Mortality on them. I bleed with Herald using a Legal Manipulation. Since none of my prey´s vamps can block the action my prey must refuse to block. Then I play the Mask of Thousand Faces with lets say Lena Rowe. I guess no. Eagles Sight only "enables" your vampire to block actions he is not allowed to block because of some reason. And if he/she doesn't have a bunch of memories on his/hers vampires and he/she wanted to block the action, I don't see why shhe/he would decline... So if the combo with the mask should work as planned, the acting methusaleh must ask every other methusaleh if she/he blocks and after all of them has declined, he plays the mask...
