The absence of combat makes no difference in how the damage is handled -
only in what cards can be played.

Assuming: unblocked action.
FoW: cost 1 blood. The vampire is empty when he pays that cost (and before
FoW deals any damage to him).
Then (inferior): the vampire takes two aggravated damage. The first wounds
him (that is, it cannot be healed, so it is not healed). The second point
burns him (since he is wounded already). He has 0 blood and takes 0+2
damage, at least one of which is aggravated, so he is burned.
or (superior): the vampire takes one aggravated damage and goes to torpor.
