Yes, you can. A vampire in Torpor is "Controlled", but not "Ready". If a card (master or otherwise) says you can play on a controlled vamp, you may play it on a vamp in Torpor. If it says it must be played on a ready vamp, then you are restricted to those vamps in your ready/minion region.
