Can Telepathic Vote Counting be played in response to Confusion of the
Eye?
I'm not sure because, Confusion (played at starrt of referendum) just
states that the vote fails. That would mean the referendeum is
immediately over correct? Can the other Methuelah still play action
modifiers that affect the referendeum?

No. After CotE is played, there is no referendum, so TVC cannot be played.
