It is legal, for exactly the reasoning you state.

A pair of common reasons:
* He has a peice of equipment that you'd like to transfer
to one of your minions.
* He is titled, and you need his votes for a political
action (or an anticipated blood hunt).
Several pathological cases:
* You have Heidelburg Castle untapped, a ready vampire with more
than four blood, and a Return to Innocence in your hand.
You can steal the Tempted minion, move some blood to him, and
burn him in a large +bleed attempt.
* There's an Antidiluvial Awakening out - you could burn the
poor sap to remove the cards.
* There's a Judgment: Camarilla Segregation out and you don't
feel like burning Carlotta, so you tempt an empty non-cam to
satisfy the judgement.
* He's in Torpor and you want to diablerize him, but can't get
by the potential blockers.
etc.
