Alastor vs Clan (or other) Requirement

A Ventrue Justicar successfully calls Alastor on themself. Can they search for Ankara Citadel, Turkey and place it on themselves as a result? It doesn't say anything about clan requirements, so I guess it makes sense, but that makes little thematic sense. Searches on "alastor clan" and "alastor requirement" both failed. Thanks.
