Yes (if the combat is resulting from a blocked action).
Card text on Dawn Op: "all damage inflicted to all vampires in the
resulting combat is aggravated."
The Wolf is inflicting damage on a vampire, therefore the damage
is aggravated.

No, since you can only play Rotschreck when a vampire attempts to
inflict agg damage, and playing Dawn Op is not inflicting damage,
just modifying any damage that is (later) inflicted.

But once damage has been dealt, then could you play Rotschrek? Since
Dawn Operation doesn't deal damage, you have to wait until damage is
dealt. Dawn Operation only makes all damage agg, so once damage is
dealt, it is all changed into agg, and at that time is it fair game to
play Rotschrek?
