Catatonic Fear DEFINITELY deals it's damage outside of combat (any
damage done with an S:CE is dealt outside of combat) so it wouldn't be
aggravated.
DotB works after the end of the round - or is it at the end of the
round? Whether that's in combat or not I don't know. However, there is
an End of Round phase because the S:CE doesn't stop it.

Sorry, I'll clarify that.
IotK could be played and then TB be played on the resulting combat. But
if I play a TB at the start of combat, it beats IotK.

It is aggravated. At the end of a round is still during combat.
