Blood and Wild Hunt Question

Can you remind me, or send me the link, of all the rules and clarifications for Blood and Wild Hunt. When can you call a Blood Hunt ? What delay do you have to call it ? Who can cast votes ? Answers to above questions: Anyone. No delay (must be called immediately, or not at all). It is called after the diablerie - after the skill card (if any) is placed, etc. Anyone. No one.
