Can you play action modifier, reaction and combat cards for other
Methuselah's minions? For instance can I give my prey's prey a +1 intercept
with enhanced senses or play a thrown gate for them?

No. Those cards are only able to be used for the vampires that you
control unless there is specific card text to the contrary...for example,
Nosferatu Putresence.
