There are no new cards in the starters that aren't in the boosters. On the
other hand, each starter comes with 7 or 8 reprinted vampires (reprints from
AH and DS, generally) that have the new background and design, and sometimes
new art (for instance, in the Nosferatu starter, you get Nikolaus and
Daliyah, both of whom come with new pictures). So if you are looking just
for playable new cards, then you don't need any starters. If you are looking
for a complete set of something, then you'll need one of each starter.
That, and the Starters come with some really good, old cards (Ventrue gives
you *two* Freak Drives; Brujah gives you a Disarm).
