Can the Rack be moved to other Vamps or must it stay with the original if it is not stolen

Are you able to play action modifiers on a reaction? Can you play action modifiers upon another Meth's acting Vamp if it has the skill required? [Can you play a Dawn Operation or Day Operation on another Meth's?]
