If the "Bum's rush" action is blocked can I replace the card for
bum's . In rule book is written that "If the acion is blocked than any
card played to take the action is burned... the effects of the action
do not take place when the action is blocked."

No.
Blocking an action is part of the action. As Bum's Rush states "Do not
replace until the end of this action" you replace the card after the
combat (and after playing things like Freak Drive, Cat's Guidance and
Forced March etc.).

Yes, it is said on earliest editions of the card (witch haven't been
changed to LoB edition), but I'm still referring to the newest
rulebook form Lords of the nights.Examples you're referring to,
applies to a action modifier's that take place "after" block or
successful or unsuccessful action. In the rules, as I said, it's
written "the effects of the action do not take place", and "any card
played to take the action is burn". So how do You explain, why the
higher part of the text box isn't the card effect and it's still take
place when the card is burned,as said above.

Because that text takes place when the card is played, not when the
action is successful. Similarly, "+1 stealth action" takes place when
the card is played, and so on.
Blocking the action means that the effects that are conditional on the
action being successful don't take place (and a block combat ensues, if
appropriate). It doesn't undo effects that have already taken place.
6.2.3:
"The effects of the action do not take place when the action is
blocked."
So:
(1) Do not replace until the end of the action
(2) (D) Enter combat with a minion controlled by another Methuselah.
(2) is the effect of the action. It only happens when the action is
successful. (1) is an effect of playing the card; it takes place
whether the action is successful or not.
(1) has to take place when the card is played, because by the time the
action is successful (or not), the card has been replaced long, long
ago. Similarly, "+1 stealth action" is written on some cards - that
comes into play well before the action is successful, because it
wouldn't make sense otherwise.
Typically you can identify this text because it's in bold text, written
above any different levels of the action.

or before the block. when the action ends? why this rule isn't in the
rulebook. I'm arguing with my friends since yesterday. This one
"little" rule almost torn our friendship apart :D.

The action resolves when the action is unblocked or all combats have
resolved.

As XZealot said, it's not deemed unsuccessful until the action ends,
which is sometime after the combat. That is, the action doesn't end
until after the combat and after any other reaction or action modifiers
that are allowable after the combat are played.
It can't be any time before then because:
1) Before the combat, just after the block.
It can't be at this point because what if you play Form of Mist, and
continue the action? An action can't be both successful and unsuccessful.
2) At the end of combat, in that tiny fraction of time before the combat
is actually finished.
It can't be at this point because the blocking minion might want to play
Cat's Guidance after the combat. And you can't play a reaction card if
there is no action to react to.

Correct.
It is in the rules. The rules give three parts of "the course of an action". The
last part is resolve the action. "Resolve the action" for blocked actions has
two parts: tap the blocker and combat between the blocker and the acting minion.
The action is over after resolution. Addition combats, if any (from Psyche! or
similar effects) are also handled during resolution.

This confused me once upon a time, as well. Just keep in mind that a
combat that is the result of a blocked action is part of the action
resolution of an unsuccessful action.
If an action succeeds, the card text of the action card (or card
allowing the action if it is a card in play) will describe the effects
of the resolution. If the action is blocked, the resolution of the
action defaults to combat between the acting and blocking minion. This
is still part of the action. The action ends when the combat is over.
In the case of Bum's Rush, the card is not replaced until the end of
the action, which could be the end of a successfully entered of combat
or a combat resulting in a block.
The only real difference is the loss of an optional maneuver and
maybe the opponent in the combat. But either way, playing a Bum's Rush
gets you a 6 card hand for the combat.
