(LSJ) obsolete ruling ?

hello ! i was just visiting http://www.white-wolf.com/vtes/index.php?line=rulings to spare myself from the regular tournament mistakes you can do... and i saw this in the combat section : The damage modifier must be played before the end of the Choose Strike phase in order to affect the current strike. [RTR 19960112] Can i know how this interact with, say, body arsenal ? if this card is played à la wolf claws, it is played in a window after the choose strike phase and before resolution of the strikes. According to this ruling the +1 str bonus would be lost if the card is played at this point... so is there something i don't catch here ? :)

Also, if you follow the link on that RTR, Wolf Claws is the named example of a damage modifier. 1) Start Choose Strike Phase 2) A damage modifier could be played now, if appropriate - for example, I might want to cycle my Wolf Claws to pull a Scorpion Sting 3) Acting Methuselah chooses strike. 4) A damage modifier could be played now, if appropriate 5) Defending Methuslah chooses strike. 6) A damage modifier could be played now, if appropriate 7) End Choose Strike Phase. 8) Any damage modifiers played from now on will not affect the current strike resolution. The point is that you cannot play, say, Wolf Claws or Body Arsenal when you know the opponent isn't playing Skin of Steel, or whatever, and have it affect the current strike.
