Yes.
All strikes except Scorpion Sting at Superior can be dodged.
Note that dodging only negates the strikes effect on you,
it doesn't prevent the strike from happening.

Entombment resolves during strike resolution like all other strikes
that are not Strike: Combat Ends, Dodge, or First Strike.

Not without a Giovanni Acceptance passing or Writ of Acceptance.

A vampire must be a member of the Camarilla to be a Prince.
If the Giovanni that you want to be Prince of Venice is not
a member of the Camarilla, he cannot become the Prince.
