Question on telepathic vote counting

IN the inferior version of Telepathic vote counting it says you can cancel a political action and take the card back into your hand (if there is one). Does this mean that the acting Vampire ends up tapped or untapped ? It seems to me that he might be untapped as there are very few circumstances that you would want to cancel a cardless political action (like burning Archon or the Elysium) unless the Vamp would be untapped at the end. If you don't need to cancel a cardless political action, then you don't have to. - The text was (a remarkable example of) WotC's effort to cover all possibilities. And, If you're facing a losing vote when someone has played Elder Kindred Network (caller loses X+1 pool where X is the number of votes the PA fails by), you may indeed want to cancel the action. -- L.
