Poison Pill

I swear I heard this answer from LSJ once, but I can't find it in a simple google groups search: I remember being told that no cards can be played between "Political Action is successful" and "terms are set for the referendum". Is Poison Pill playable before the terms of the referendum are set? I remember this as "no".
