You betcha. I'll bring it before the RT tomorrow.
Previously, Tom intimated that the new card text needed errata to tap
the modifying vampire:

Whups. Both versions of Hidden Lurker tap the vampire playing them, even
though they are action modifiers (more errata to the VTES version).

And, he had said that they had decided to just make the card an action
modifier because of "popular vote :-)" (as opposed to issuing the (D)
symbol errata), so I'll go out on limb and say that that means that,
officially, it's supposed to work as an action modifier as originaly
(mis-)printed. Popular vote context from my house rules list:
Hidden Lurker - is an action modifier, not an action. Text as follows:
Usable only by an untapped Vampire other than the Acting Minion after the
Acting Minion is blocked and combat is over. Tap this Vampire. This
Vampire now enters combat with the Blocking Minion. The first round of
combat, the Blocking Minion cannot use any strikes.
Superior: As above, but with an optional Press.

So, to stretch the letter of the law into the spirit of the law:
Yes, Hidden Lurker requires an untapped vampire. (This ruling-chain
won't hold up in any court, mind you - we still need an official
clarification/erratum for that).
