Tournament Sanctioning?

What is the current method for getting tournament sanctioning from WotC (including prize support) and V:EKN? The V:EKN web page isn't very clear...heck, it doesn't even have the new DCI rules. The DCI has resumed complete sanctioning of V:TES. V:EKN acts in an advisory role but does not have anything to do with the actual sanctioning anymore.
