The vampire will do 0 damage to the ally. Does this include environmental damage (ie Weather Control, Carrion Crows)?

No. That's part of the definition of environmental damage, damage that isn't inflicted by the vampire. Weather Control, Carrion Crows, and damage from retainers will all damage the ally in combat with a vampire even when the vampire is afflicted with Memories of Mortality. Notice that a vampire could also successfully use Theft of Vitae, Call the Lamprey, or Tongue of the Serpent even though it had MoM as blood loss is not damage. Carpe noctem.
