Propaganda: "(D) Bleed with +1 bleed. Vampires with titles cannot block this action. (S) As above, and the Methuselah you are bleeding taps one of his or her ready untapped minions." At the superior, when does the tap happen? When I announce the action? If the action is blocked, is the minion still tapped? If I am bleeding someone, who only controls 1 untapped vampire, can he tap that vampire to use a deflection/misdirection in response to my action?
