The Camarilla Edition rulebook says, about Blood Hunt
referendums, "This referendum is not an action, so it
cannot be blocked, and action modifiers and reaction
cards cannot be played. Otherwise, this referendum is
handled just like any other." [6.5.6]
And, about referendums generally, "If a political action
is successful, the referendum is called. Some cards
from older sets use the phrase "during a political action"
to refer to the referendum part of the political action."

I'm not sure if this implies that all "during a political
action" non-action-modifier/reaction effects are now usable
during a blood hunt referendum or not. I guess it depends
on whether [6.3.2] means that those older cards are only
saying they're usable during the referendum part *of a
political action*, or if they're usable during any
referendum.
