Game state: I have 3 pool and my prey has one pool.
My predator with lutz plays a KRC and it passes, terms being 3 pool to
me and 1 pool to someone who is not my prey.
If the votes passes, obviously I get ousted, but what happens to me
prey? Does Lutz special oust him?

I am pretty sure that the answer is yes, you are ousted and then your
prey takes the pool loss from Lutz.

No.
If you are ousted by a vote while you control Lutz, he's not in the game
for his special to trigger.
It's the same reasoning behind how Lutz can give you 2 VPs from the same
action (if your prey is ousted by the referendum and your grandprey is at
1 pool just after the results of the referendum). It's a slightly different
timing window.

He doesn't (didn't) control Lutz. His predator does.
