If an action is not completed until the combat resulting from a block
ends, can you play action modifer cards in combat?
If not, how come one could play 1k faces after entering combat?
What about telepathic vote counting, can I play that during the
combat?

Though that's another interesting contradiction in the rules, the
actual rule *I guess* would be that you can only play action modifiers
until combat begins, UNLESS card text...like form of mist specifically
says different. This is different than 'when blocked'. This means no
AM during combat or afterwards, in the normal sequence of events. I am
not an authority and cannot say this is fact.

Potentially, yes, by card text etc. Off the top of my head, apart from
Form of Mist (which is also a combat card), I can't think of any.

Mask cannot be played during the resolution of an action (like during
the referendum of a political action or during combat). [LSJ 19980825]
(With the block combat counting as part of the resolution of a failed
action.)

Telepathic Vote Counting [Jyhad, V:TES, SW]
Only usable during a referendum.
(Crikey, I didn't realise it was in SW.)

No. (Except superior Form of Mist)

You cannot.
You can play Mask1K after the block is succsseful and before
entering combat (same timing as Change of Target).

No.

It was one of the cards that was screwed in a reprint you mean, and
hardly anybody knows if you dont' have the !Ventrue starter.....
It used to be that you could play the TVC if you were blocked, to
cancel and return the vote to your hand, BEFORE the referendum.
Now, you can't.
I do not care for that change at all. It was not necesary.

I don't recall that being a valid interpretation....

No. "During a political action" means during the resolution (the voting
process) of that action."

It was. The original TVC is 'cancel a political action'. This whole
redefinition of what 'during a political action' is an unnecesary
revision that changes the card.
The 95 rulebook did not do this. Only the recent SW rulebook actually
printed this. And even then the original TVC card should take
precedence as per 1.4
But alas, the card has now been officiall neutered as the reprint has
come out in a starter that most people wont have or know about, if
they are a longtime collector.
This is especially annoying when you find such little discrepancies
the night before a tournament.

Well, I've just provided you with rulings going back to 1997 regarding
TVC. This was most certainly not something that happened to be
accidentally thrown on people in Sabbat War, which came out several
years later.

Not accidentally, but by design, yes. For the many many players that
do not have the time to hunt down every obscure ruling on the net, and
thus unavailble for the average player, the change is rather easily
missed when you are still playing with a card that is supposedly still
legal.
It gets frustrating when one tried to be uptodate now.

It was not "designed" in Sabbat War either. It was already the case for
several years.

You misunderstood me. I was saying that it was 'thrown on people' by
design in SW, and by people I refer to the majority of people that
cannot or do not follow every obscure ruling that can only be found
online with considerable effort if you intend to find every single
ruling.
