[LSJ] Question About Targeting certain cards

I have a question about whether actions such as that allowed by the Rack actually target the Rack. Here is a situation in which this question can be posed: Situation: I control a vampire. Someone else controls the Rack. Someone else also has a vampire with a Haven Uncovered on them. Question: Does the action to take the Rack target the Rack? The Rack gives my vampire a possible action based on a card in play, but it does not say that I must target the Rack to do so. I do not have to select or choose the Rack except to state what allows the action. Example: "(tapping my vampire) My vampire chooses to take the action allowed by the Rack". This would seem to be similar to taking the action allowed by a Haven Uncovered. One would not say that the action allowed by Haven Uncovered targets the Haven Uncovered, right? (In fact, it targets the minion the haven is on, right?) What is the difference between these two cases? Compare with: Situation: I control a vampire with superior Necromancy. Someone else controls the Rack. In this case, if I wanted to burn the Rack with a Haunt, I know that it targets the Rack, since card text on Haunt requires that I choose or select a location. ----- Here is some possibly relevant text: Rulebook (1.6.1-5) Targets. If a card is played on another card, or selects or chooses or otherwise targets another card, the target card must be in play (i.e., controlled). Vampires in the torpor region are eligible targets by default, but vampires in the uncontrolled region and contested cards are not. ------ The Rack [Jyhad:U, VTES:U, CE:U] Cardtype: Master Master: unique location. When this card is brought into play or the controller of this card changes, the controller chooses a ready vampire he or she controls. During the controller's untap phase, the chosen vampire gains 2 blood from the blood bank. A vampire controlled by another Methuselah can steal this location for his or her controller as a (D) action. ------ Haunt [FN:C2/PG] Cardtype: Action Cost: 1 blood Discipline: Necromancy +1 stealth <action>. [nec] Put this card on a location you control. The controller of this location can burn this card to cause an action directed at this location to fail. A location can have only one Haunt.
