Does the untap effect of Shell Game take place before or after the
effects of a referendum called by the Blood Brother who played Shell
Game (assuming that referendum passes)?
I'm not sure - the action is successful once it reaches the
referendum, but the action hasn't reached resolution until after the
referendum. It seems to me that Shell Game should untap your guys
after blocks are declined but before the referendum, but I have a
feeling that LSJ's going to say otherwise.

Someone in my playgroup has been playing an Anarch Torrence Blood
Brother vote deck since probably a little after Black Hand came out.
It does ok because most of the time the table sees that it is a BB
deck that goes Anarch and calls votes and they laugh at it,
underestimating its strength in its extreme toolboxyness. It doesn't
use Shell Game (because I don't think he owns any) so he hasn't run
into the Delaying Tactics problem yet.

My concerns were actually about whether or not
a) Tapping guys for Shell Game means your Domain Challenges hurt you
more, and
b) Tapping guys for Shell Game makes Revolutionary Council less
effective.

I can't keep all the rules in my little brain. Can you play Voter Cap
to survive a vote that would kill you? I don't think so, if you could
than you could untap via Shell Game to take less DMG from Domain
Challenge.

you're right, you can't.
you resolve the referendum, ousting you. Then you play Voter Cap
('...after resolving a successful referendum'). But wait, you don't have
anyone to play VC, because you've been ousted.
