A 'let's see how big it gets' quiz:
Your four opponents have neither played any cards nor controlled any
minions at any point. They will not use any cards, nor will they play
to help you in any way. If some effect would give them a vote, they
will all cast as many as they safely can against you.
The edge is currently uncontrolled, and all players can be assumed to
have 30 pool.
You have four minions in play, the only ones you have controlled so
far. You have no vampires in your ash heap.
You may have any library cards and/or effects in play or affecting
your minions that you can justify having (given these conditions),
with one exception: nobody's deck was built with any Master:
Discipline cards, or the Soul Gem. You can even dictate the order of
the cards remaining in your library (started at 90 cards) and crypt
(started with 12 cards).
It's the start of your turn. How many votes in favor can you generate
for the referendum of your choice this turn? (You can call multiple
votes this turn if you like. The challenge is to get the most positive
votes on any single referendum.)

You have 4 11-cap Inner Circle minions, full.
Arika is Legendary.
Arika calls a vote:
Arika has 6 votes.
+1 from the card.
+23 from Awe.
+4 from Bewitching Oration
+2 from Madrigal
+57 from Business Pressure, burning 29 pool.
+6 from other titles (1 from each other Baron)
+66 from playing Mob Rule and emptying all your other vampires
Play Echo of Harmonies, and burn the edge, for +3 more votes.
That's 168 votes in favor, by my count.
Just waiting for the Delaying Tactics.
DOUBLE oops. I forgot that everyone else will vote against you :(
[Triple Oops, i re-edited this so many times that i forgot my original post had
barons in it]
Let me rework my answer, since Business Pressure will cause your vote
to fail if everyone else burns 29 pool, and because i'm an idiot :) :
>> You have 4 11-cap Inner Circle minions, full.
>> Arika is Legendary.
>> Arika calls a vote:
>> Arika has 6 votes.
>> +1 from the card.
>> +23 from Awe.
>> +4 from Bewitching Oration
>> +2 from Madrigal
+12 from other titles (other Inner Circle Members)
>> +66 from playing Mob Rule and emptying all your other vampires
That's a really poor score..
114 votes in favor.
Someone can do better than that.

Any arbitrary number of votes can be generated.
Your four vampires: Four Giovanni.
You have Powerbase: Rome in play with an arbitrary number of counters.
Call a vote. Tap PB:Rome to burn the counters to gain X votes.

Excellent point. I'd forgotten about the 'tap to get X votes' cards.

Advanced Alfred Benezri (archbishop) +2
Jimmy Dunn
Lena Rowe
Angela Decker
Jimmy bleeds
88 Legacy of Pander in play called on previous turns + 88*4=+352
Call 89th legacy of pander with Benezri +1
Burn Edge+1
Awe +15
Total: 371 votes in favor
(BTW: no card that gives less than 5 votes is worth using when
you could have another LoP in play instead, and this trick won't
work with Ventrue Directorate Assembly due to it costing 2 pool
each. I decided that was "not reasonable." )

Legacy of Pander hasn't 'stacked' for many years now...

Wasn't LoP erratas to only produce one vote, no matter how many are in play?

I was going on the assumption that this was all in one turn, there are
infininte ways to get more votes if you can set things up.

From the problem statement:
"You may have any library cards and/or effects in play or affecting
your minions that you can justify having (given these conditions),"
