Yes, although the card is not in the ash heap (it is removed from
the game) - cards removed from the game may be inspected just as
cards in the ash heap can be. Also note that Innocent Bystander isn't
played until the bleed is successful (card text), so the top vampire
is removed (and can be inspected) immediately.

Players are free to talk as they wish, so long as they do not
"misrepresent cards" or "misrepresent public information (pool totals,
number of cards in library, and so on)" (DCI Rules, 1.3.6), and
do not "use profanity" or act "beligerently" toward or "harass"
otherplayer (1.3.7).
I believe the "misrepresent cards" part means "misrepresent the
effects (i.e., card text) of a named card or a card in play" and
would not include misrepresenting the nature (names) of the cards
in your hand (unless you are forced to play with an open hand, of
course) or in your library (or in other players' hands or libraries,
if you happen to have that knowledge).
