Tried a google search as I'm quite sure it came up earlier, but failed to find
something because I apparently suck at entering search terms :-)
Anyway, I used to play Target Vitals like a bit of a pre-strike card; like
this:
"I target your vitals with...." (play target vitals)
"strike xyz" (play strike card or announce handstrike/weaponstrike)
at the dutch ECQ last week someone pointed out that you need to play the
strike first, so like this:
"I strike for xyz" (play strike card or announce handstrike/weaponstrike)
"And I target your vitals with it" (play target vitals)
While it seems a small difference, it has all sorts of implications for what
comes next. For example, in the former example I can play TV hoping to replace
it with a strike card before I announce hands for 1, while in the latter I can
play a strike card, then top-deck a TV and enhance my strike with it.
So which one is it?

I would go with the latter. You choose your strike (by playing a card,
or some other effect), then "when choosing" that strike, you play a Target.

Interesting, I would have assumed it to be the other way round, or not
to matter. The aim card doesn't say "play after you have chosen your
strike" or "play after strikes have been chosen", its "when choosing",
and to my mind that was before. In any case, so noted.

What it means is immediately after declaring your strike you choose
which aim card to use. While getting punched in the face certainly
sucks, it pales in comparison to getting shot in the face with a RPG
launcher.

Exactly. That's why aim cards are played before resolving the strike.
Note that choosing a strike is not firing (resolving the strike).
Attempting to aim a gun implies that you've already decided (chosen) to use the gun.
