Telepathic Counter vs. Spying Mission?

Can Telepathic Counter be used after a minion uses superior Spying Mission to modify a bleed action? If so, do you use the minion's potential bleed to determine whether or not the action is successful?

Yes you can play the counter during both parts of the card. When the Meth bleeding plays the card you can play it for no effect since it reduces the 0 bleed. Play when the mission is burned for the +2 mod. My understanding is that a Telepathic Counter will stop the Spying Mission from being played, but that it must be played before the Spying Mission. Works like this: I bleed you. Blocking is ineffectual or never happens. You ask how much the bleed is for. I say 1. You then play Telepathic Counter (or don't) If you do, then it's over. If you don't, and I play Spying Mission, then it goes through. The thing to remember is that each person has a chance to respond to the other person's action. Spying Mission can only be played if there is a bleed that got through, so it has to wait until after the bleed is countered or not. A Spying Mission can be played before a Deflection (or Telepathic Misdirection), however, as the bleed is considered unblocked by that point in time, and the acting minion has the first opportunity to play cards.
