Will the Undue Influence event use the DragonCon 2005 rules?
An unsanctioned variant format. 3 rounds and a final. All normal
tournament rules apply, except that the time limit is 1 hour per
round, and each player gets an additional 20 transfers on his or her
first turn.

No. It'll use the 5+1 rules.
To refresh:
Five transfers by default. (That's the "5" part.)
Standard ramp-up transfers (1 for 1st turn, 2 for 2nd, etc.).
Moving a full minion from uncontrolled to controlled at the end of your
influence phase costs 1 transfer (and is therefore not mandatory). (That's the
"+1" part.)
Drawing a crypt card to your uncontrolled region costs 1 pool and 5 transfers.
(You can also consider this part of the "+1" part.)

like when i first saw this suggested, i like it in theory.
i hope it works out well in practice, and it eventually gets rolled into
the rulebook rules.
