If the acting minion declines to play any cards to
endow (ooh!) the vampire with additional strikes, and
the blocking minion uses Blur, can the acting minion
then Blur as well? Or is it more like attempting to
block? Eg. Felicia M. declines to play any addit. strikes
after her bleed attempt is blocked. Anvil, however, uses
Blur to try to give her lead poisoning with the subbie he's
packing. Can Felicia now play a card to allow her to try
dodge or something?

It is an opportunity. Once passed, it cannot be taken later.
You cannot "react" to the blocker when the blocker gains strikes.
(Unlike Manuevering and Pressing - where you can react to undo the
effects of the opposing minion's Maneuver or Press).
That's the answer I got from Tom when I posed this same question
last month.
