Please Help: Blood to Water

Sorry if this question has been asked before. Her goes...can I play Blood to Water before strikes are declared seeing that the card only states play before strike resolution? If so, can my opponent use a strike that costs blood (i.e. Cauldron of Blood, etc.) before the effects of Blood to Water kick in? It takes effect immediatly. It cant be prevented. If the vampire is still alive, you then go as normally to the strike resolution. Both vampires can use strikes on this strike resolution. Yes, it is a wild card. It had spread fear in my anemies hearts... hehehe Patrick Drapeau

Yes, you may use it any time before strike resolution (including before strikes are chosen, or even before maneuvers are made). No, your opponent can't "respond" to Blood to Water with a strike that he can no longer afford. There is no "fast-effect-stack" in Jyhad/VtES: an effect resolves completely as it is played, with the exception of action cards, which resolve when the action is successful.
