This is after the discard phase. The Sabbat rules state that PAs burned for votes are not replaced until the end of the current minion phase. When playing in a sanctioned DCI tournament, the DCI rules override any stock rules that they conflict with. This is the explicit function of the DCI rules. So, if you choose to play with DCI rules, then PAs burned for votes are not replaced until the end of the turn. -- L.
